NANGO, in collaboration with Tróicaire, convened a CSO Consultation on PVO Registration Experiences Workshop on 11 November 2025 at Bulawayo Rainbow Towers Hotel. The workshop brought together 68 participants drawn from Bulawayo, Midlands, Matabeleland North, and Matabeleland South provinces to share first-hand experiences with the PVO registration process following the enactment of the Private Voluntary Organisations (PVO) Amendment Act on 11 April 2025. The consolidated narrative report documents the operational challenges, procedural gaps, and emerging risks CSOs have encountered since the Act came into force, including inconsistent interpretation of the law across provinces, dual regulation by local authorities, capacity limitations within the Department of Social Development, and significant communication weaknesses in the application and feedback process. The report also captures a set of high-level recommendations developed collectively by participants to guide NANGO's advocacy engagement with the Registrar of PVOs, relevant ministries, Parliament, and local authorities — with the shared aim of ensuring transparent, fair, and consistent implementation of the PVO Amendment Act.
