Zimbabwe 4th Cycle UN Universal Periodic Review: Civil Society Organisations’ Stakeholders’ Report

This report presents the collective position of 94 Zimbabwean civil society organisations on the implementation of Zimbabwe's Third Cycle Universal Periodic Review (UPR) recommendations, coordinated by the National Association of Non-Governmental Organisations, Zimbabwe Lawyers for Human Rights, the Women's Coalition of Zimbabwe, and the Zimbabwe Human Rights NGO Forum in partnership with Sightsavers. Drawing on provincial consultations, legislation, government and constitutional commission reports, and treaty body findings, the report assesses progress across 18 thematic areas — including civic space, freedom of expression, gender-based violence, disability rights, health, education, electoral rights, and the administration of justice — and puts forward priority recommendations for the 4th Cycle review. The report also highlights emerging concerns shaping Zimbabwe's human rights landscape, including the Constitution of Zimbabwe Amendment (No. 3) Act 2026, shrinking civic space, digital rights and technology-facilitated GBV, environmental degradation from extractive industries, and mounting pressure on the public health system.
