The Zimbabwe Alliance for Humanitarian Action (ZAHA), through the Catholic Agency for Overseas Development (CAFOD) as lead agency of the CoACT consortium, invites suitably qualified individual consultants, consultancy firms and research institutions to submit proposals for a combined baseline study and comprehensive mapping of humanitarian actors in the CoACT anchor provinces.
CoACT (Collaborative Action for Local Leadership in Anticipatory and Coordinated Humanitarian Response) is a 36-month, locally led humanitarian pooled fund project funded by the Swiss Agency for Development and Cooperation and co-financed by ZAHA consortium members. It is led by CAFOD, World Vision International, Welthungerhilfe, Plan International and Trócaire, and works with local partners and the Department of Civil Protection to strengthen predictable, locally led humanitarian assistance and coordination, with a particular focus on food and nutrition security and health emergencies.
The assignment will establish baseline values for the project’s impact, outcome and relevant output indicators, and will produce an actionable, filterable directory of local, community-based, women-led, youth-led, disability-focused, faith-based, private-sector and other humanitarian actors operating in the anchor provinces. The work is expected to build on existing evidence, to be conducted with local actors, and to apply a gender-transformative and inclusive lens throughout. Deliverables include an inception report, a preliminary findings presentation, a Baseline Report, a State of the Humanitarian Landscape Report annexing the actors database, and facilitation of a validation workshop. The assignment will run for approximately 35 working days of team input between early November 2026 and late January 2027, with a budget ceiling of USD 17,000, inclusive of all costs and taxes.
Interested applicants should submit a technical proposal of no more than 15 pages, a financial proposal in USD with a detailed breakdown, CVs of all proposed team members of no more than three pages each, two samples of relevant previous work, and three references from organisations for which similar assignments were completed in the last five years. The team lead is expected to hold at least a master’s level qualification or equivalent demonstrated expertise.
Applications should be emailed to general@cafod.org.uk with the subject line “CoACT Baseline and Ecosystem Mapping – [Applicant Name]” no later than 16:30 hrs (Harare time) on Thursday 29 October 2026. Late or incomplete submissions will not be considered, and only shortlisted applicants will be contacted. The full Terms of Reference are available for download below.
