Call for Experts: In-Depth Assessments of Sexual and Reproductive Health and Rights (SRHR) in Universal Health Coverage (UHC) Initiatives (TAHub15)
Closing Date:

The 2gether 4 SRHR programme, a joint United Nations regional programme of UNAIDS, UNFPA, UNICEF and WHO, invites technical experts to apply for inclusion in its Technical Assistance Hub. The Hub is a roster of quality-assured experts, institutions and partners who support work to improve sexual and reproductive health and rights across Eastern and Southern Africa.

This call seeks experts to lead in-depth assessments that identify missing elements of SRHR in countries’ UHC benefit packages, financing arrangements and financial risk protection mechanisms. Using the WHO UHC Compendium and UNFPA’s draft SRHR across the life-course matrix, selected experts may be engaged to carry out country assessments, prepare a report on the status of SRHR within UHC, and develop a policy brief and presentation with evidence-informed recommendations. A standard country assessment is expected to take up to 30 days, with deliverables completed within 12 weeks of the contract start date.

Applicants are expected to hold at least a Master’s degree, with a PhD strongly preferred, in Public Health, Health Economics, Epidemiology, Biostatistics, Social Sciences, Public Policy, Demography or a related field. They should have at least seven years of professional experience in UHC policy and financing, health systems delivery and financial risk protection, together with demonstrated expertise in SRHR policy and programme integration. Experience in policy analysis, qualitative research and the drafting of policy briefs is required, as is relevant work experience in Eastern and Southern Africa. Prior work with UN agencies is highly desirable, and fluency in English, French or Portuguese is required.

To be considered, applicants should register on the 2gether 4 SRHR Technical Assistance Hub at https://tahub.2gether4srhr.org/ and enter the call title “TAHub15: Call for Experts to Lead in-depth assessments to identify missing elements of Sexual Reproductive Health and Rights (SRHR) in Universal Health Coverage (UHC) initiatives”. Applications should include a CV, a cover letter and three relevant examples of previously published work. Applications without relevant samples may be disqualified.

Inclusion in the Technical Assistance Hub does not constitute a contractual obligation. Specific assignments, including countries and locations, will be determined by the participating UN agencies and partners. The full Terms of Reference are available for download below.
