The Open Budget Survey (OBS) is the world's only independent, comparative, fact-based research instrument assessing public access to central government budget information, public participation in the budget process, and the role of oversight institutions such as legislatures and audit offices. This 10th edition covers 82 countries, including Zimbabwe. The research was completed by NANGO (National Association of Non-Governmental Organisations) as the independent budget expert for Zimbabwe, with the draft questionnaire reviewed by the Ministry of Finance, Economic Development and Investment Promotion.
